Arnon, Tadmor-Levy reviews proposed bill applying Israeli law to foreign businesses
Israel’s Ministry of Justice has published a draft bill proposing to apply certain mandatory Israeli laws to foreign businesses that direct commercial activity toward customers in Israel, even where contracts designate foreign governing law. The proposal seeks to address regulatory gaps arising from cross-border digital commerce and the growing presence of foreign service providers in the Israeli market.
In a note published by Arnon, Tadmor‑Levy, partners Yoheved Novogroder Shoshan, Miriam Friedmann and Menachem Becker examine the scope and potential implications of the bill, including its application to foreign companies that offer Hebrew-language interfaces, price in Israeli currency, or otherwise take targeted steps to operate in Israel. They highlight the need for international businesses to reassess compliance, contracting, and data-protection frameworks, should the legislation be enacted.
